I think part of the larger issue, at least as it pertains to dead-tree forms of scifi (and the need to limit it to those aspects probably indicates a serious flaw in this idea) is that authors are taking advantage of it being the future meaning that race isn't an issue anymore, and so can be ignored. Choosing to cast somebody other than the default white guy or the token "We're going to be progressive see, see!" black guy makes it look like they're accepting that race as we think of it has nothing to do with the world they're portraying and so it needn't be an issue in casting. There's no reason, in the BSG world, for the ethnicity of the actor to have anything to do with the characters since there is no Latin America in the twelve colonies. I actually think that Edward James Olmos as Adama on BSG is an excellent thing.
